Utility services in Texas traditionally have been provided by regulated service providers that had an exclusive right to provide service in a particular geographical area in accordance with a rate structure established by the Texas Public Utility Commission or other, usually local, government entity. Recently, the sale of electricity in north Texas was deregulated in some areas, including parts of Keller. In those areas, electricity services are now provided by Retail Electric Providers that compete for customers based on price and service quality. Other utility services used by Colleyville residents continue to be provided by regulated service providers.

Texas Electric Choice is a statewide program that enables consumers to select their electricity provider from a number of Retail Electric Providers. Many of the details of this program and all the relevant phone numbers are provided on the Texas Electric Choice site, but here is a quick overview ...

Retail Electric Providers compete to sell electricity for homes and businesses. They also sell other energy-related products and services, such as security lighting, energy efficiency appliances, etc. When you have electric service billing problems, you should call your Retail Electric Provider.
Transmission and distribution of electricity is accomplished by a Local Wires Company. When you have emergency or power outage problems, you should call your Local Wires Company. The phone number of the Local Wires Company serving your area is printed on the monthly bill you receive from your Retail Service Provider and also is listed above.
You can select from a number of Retail Electric Providers offering electric services in Colleyville (enter your zip code on the Compare Offers page for service rates and other information). However, each Retail Service Provider is limited as to market share it has in each geographical area it serves, so electric services may not be available to you from your preferred provider. If being served by a specific Retail Electric Provider is a key factor in a home purchase decision, you should confirm during the option period whether your preferred provider can supply electric services to any property you are considering buying.
